Prisoner Release Threatens Public Safety? Video 7 Minutes

Full Disclosure Network® presents a 7 min video news blog describing the dangerous threat to public safety posed by the release of 40,000 prisoners from in California. Prompted by the current fiscal crisis and Federal Court mandates some counties have started releasing prisoners early resulting in new crimes and escalating the debate over public safety and the danger of early releases.

Appearing in this video is the President Steve Ipsen of the L.A. Deputy District Attorney’s Association, who describes the felony crimes committed by those to be released early and explains why the early release of prison inmates will only generate more crime and threaten the public’s safety.

Ipsen is urging Governor Schwarzenegger to prioritize his budget cuts and to make public safety at the number one priority.

Los Angeles, CA On March 8, 2008 an 18th Street gang member shot and killed 17 year old Jamiel Shaw, II, a popular high school football star just three doors from his home. The news that the accused killer, Pedro Espinosa, was an illegal alien who had been released from L. A. County jail, after serving only four months on assault and weapons charges, outraged the Shaw family and sent shock waves throughout the community.

In a Full Disclosure Network® special series, Jamiel Shaw, Sr. and U.S. Army Sgt. Anita Shaw, parents of the murder victim, describe the circumstances of the cold blooded shooting in their neighborhood. Watch preview here They also reveal the unusual and unexpected reactions from elected officials and law enforcement following their endorsement of a new law (Jamiel’s Law) to change the lenient city policy that prohibits police officers from enforcing immigration law or verifying immigration status of gang members.

Some of the developments described by the Shaws are:

  • The Los Angeles District Attorney’s office pressured the Shaw’s to stop criticizing the City’s controversial “don’t ask, don’t tell” immigration policy known as LAPD’s Special Order 40.
  • Los Angeles City Council members attempted to silence Shaw family members from speaking before the Council and urged them to drop their opposition to Special Order 40.
  • Deputy District Attorney Michele Hanisee informed the Shaws that the D.A.’s office was prepared to claim the murder was gang related and in order to do so the D.A. would contend that their son was a gang member.
  • The Shaws detail their outrage regarding the Deputy District Attorney’s stated intentions to tarnish their popular son’s reputation. They cite the facts that their son had no gang affiliations, no police records whatsoever and to the contrary was praised as role model by teachers and all who knew him.

Public Safety Pensions & Union Politics: Sheriff vs County Supervisor (Internet Video Preview 8 min)


Orange County, CA. The Full Disclosure Network ® presents two half-hour cable TV programs in an on-going series covering the escalating Public Pension Crisis. These latest episodes concern the Orange County California battle over public safety employees retroactive pension benefits granted by the Board of Supervisors in 2002. MAJOR ISSUES RAISED

DEPUTIES PAID TWICE? Supervisor John Moorlach describes state legislation sponsored by public employee unions that enabled public safety employees to receive “retroactive” pension benefits, saying it amounted to being “paid twice for services rendered.” Other Constitutional violations are cited.

BENEFIT ENHANCEMENT: Sheriff Mike Carona explains that the legislation was intended to provide “a benefit enhancement to aid recruiting and retention” of badly needed public safety employees. And, the Board of Supervisors knew the risk and liability before they approved the benefits.

BLINDING GREED? Moorlach claims the reason public safety unions pushed for overly generous benefits is because the Deputies say to themselves “I deserve this” and he says “they are not thinking about the other services that will have to be cut…. “other public services for the homeless, welfare, healthcare and layoffs, people will have to stand I line” he said.

DRACONIAN TACTICS: Sheriff Carona takes issue “with the way he (Moorlach) is going about this”. He says both he and Moorlach were opposed by the public safety union but describes Moorlach’s actions as retaliation and Draconian tactics, by also threatening to take away the Harbor Patrol duties from the Sheriff’s Department, creating a Citizens Oversight Commission for the Sheriff’s Department and removing Department control of a Special Needs Funding Account.

RIGHT THING TO DO ? While John Moorlach describes the move to rescind retroactive benefits as “the right thing to do”, Sheriff Carona describes John Moorlach’s actions as a: full frontal assault against the Deputies” and that it “is not good Statesmanship” saying “He should not be using his authority (as Supervisor) to take it out on them.”

RULE OF LAW: Mario Mainero, Chief of Staff to Supervisor Moolach, cites the Sections of the Constitution where the pension benefits could be considered unlawful and states that this is a “Rule of Law” issue
