“Deport Ilegal Gang Criminals”……. L.A. Councilman Zine

Los Angeles, CA The Full Disclosure Network® presents a six minute video preview of a new two-part series covering the growing controversy over violent crimes committed by illegal alien gangs in Los Angeles.

The controversy was sparked when an 18th Street gang member shot and killed 17 year old Jamiel Shaw, II, a popular L.A High school football star, just three doors from his home. The alleged killer, Pedro Espinosa, had been released from L.A. County jail 24 hours earlier after serving four months on assault and weapons charges and was in the country illegally.

In the series both Los Angeles Councilman Dennis Zine and family Jamiel Shaw, II, the murder victim, describe their proposals to revise LAPD’s Special Order 40 in order to expedite the deportation of criminal alien gang members.

COUNCIL DISPUTE: Council Chair of the Public Safety Committee Jack Weiss claims in a statement issued by is office on June 24th, that LAPD Chief Bratton must issue a report before he can schedule hearings on Zine's Motion, a claim that is disputed by Zine in a statement issued June 24th.

GANGS, EXTORTION & DEPORTATIONS: Councilman Zine points to many issues of concern about the current LAPD policies and practices saying:“I want to know why the LAPD is working with ten ICE agents in the Valley, deporting violent gang members, but not doing this in other parts of the city?”.

CIVIL RIGHTS LAWYERS TO WATCHDOG THE OC SHERIFF & DISTRICT ATTORNEY? Video News Blog (9 min)

Los Angeles, CA. – Is it time for Civil Rights lawyers to start watchdogging the Orange County Sheriff and District Attorney? Sheriff Mike Carona says NO. In a nine minute FULL DISCLOSURE NETWORK® video news blog, Sheriff Mike Carona points out there have been no police beatings or riots in Orange County as there were in L.A.

Appearing in the video with Sheriff Carona are ACLU Jail Project Director Mary Tiedeman, Civilian Police Monitor, Merrick Bobb and Mike Gennaco Chief Attorney of the L.A. County Sheriff's Department, Office of Independent Review who all describe what they are doing in Los Angeles.

Sheriff Carona takes on the issue point by point and is adamant that the move to form a Citizen Review Commission in Orange County is totally unnecessary.   • The Orange County Grand Jury: The current Grand Jury is empowered with full legal authority to investigate and bring charges against the Sheriff Department and any officer or employee of that organization.
  • Sheriff's Advisory Boards are already providing oversight and input
  • OC Human Relations Commission is already in place and could be assigned additional oversight to law enforcement without forming another new agency of lawyers.

Sheriff Baca vs Sheriff Arpaio on Jails, Early Releases & More: Video (7 min)


June 7, 2007 --The Full Disclosure Network(R) is re-releasing a seven minute video news blog featuring L. A. County Sheriff Leroy Baca and Sheriff Joe Arpaio (Maricopa County AZ) debating who has the toughest jail system. The video is available FREE, 24/7, on demand as a public service and viewers are encouraged to leave their comments below the video streaming screen for debate and discussion.

STRIKING CONTRAST IN JAILS
This short video demonstrates the striking contrast in policies and attitude in Arizona and California. The Sheriffs offer their own rationalization for circumstances in their jails. At the close of the video news blog viewers are asked to participate in a survey of jail policies.

SHERIFF BACA POINTS OUT:
That criminals in Los Angeles county jails are tougher and more violent and make Sheriff Joe’s jails look like a “summer camp”. Baca points out that in L.A. County jails there are 1,200 murderers waiting for trial and 4,000 gang members who commit 500 murders a year. Baca also says that Sheriff Joe’s criminals are mild and they have committed lesser offenses and are not the hard core criminals such as in Los Angeles County jails

SHERIFF JOE ARPAIO
Is often referred to as "the Toughest Sheriff in America” because he houses jail inmates in Korean war tents on the desert in temperatures that reach up to 140 degrees in the summertime. In this video he boasts about spending only 30 cents a day, per inmate, for meals saying he hopes they will never come back to jail once released.
Sheriff Joe challenges Sheriff Baca’s early release program by inviting him to send the overflow of inmates from L. A. to Maricopa County where he proudly displays a vacancy sign and promotes the austere accommodations for the 10,000 plus inmates in his jails.

POLICE FOOT PURSUIT POLICY DEBATE: OFFICER SAFETY VS PUBLIC SAFETY ( 8 min Video News Blog)

Los Angeles, CA: Three top cops debate whether or not police policy should prohibit officers from chasing criminal suspects on foot when they are alone or without police back-up. In an eight minute Video News Blog, Full Disclosure Network™ presents a dynamic exchange of views as presented by LASD Chief William McSweeney, Detective Roy Burns,(retired LASD) and LAPD Captain Ken Hillman, (retired).   1. CHIEF BILL McSWEENEY: Says that Los Angeles County Sheriff’s Department has a policy prohibiting a single patrol Deputy from chasing and challenging a suspect on foot. The Department policy says that they are not to physically engage the suspect so as not to endanger the officer or the suspect.
  2. DET. ROY BURNS, LASD (ret) Points out that in Compton, the 4th most dangerous city in America, the Los Angeles Sheriff’s Department only has one officer assigned to each patrol car. He says foot pursuit ban is not needed due to the fact it has been over 20 years since the last LASD Deputy was killed in a foot pursuit and only four in the last 50 years.
  3. CAPTAIN: KEN HILLMAN: Says management should “never restrict officers from doing their duty" and then asks..."what kind of a message does that send to the community and to gang members?” “Do we really want our officers only to be a clean up crew to crime scenes?”
