SHOULD COPS DISCLOSE PERSONAL FINANCES? Internet Video News Blog (11 min)

Los Angeles, CA. According to Hank Hernandez, chief legal counsel of the Los Angeles Police Protective League (LAPPL), the City of Los Angeles entered into a collective bargaining agreement with the police union four years ago. And now the City is attempting to change the agreement that was negotiated in good faith. Hernandez says the Police Commission’s vote to require gang and narcotic officers to disclose their personal finances is “unacceptable.”

The FULL DISCLOSURE NETWORK® presents an exclusive eleven minute Video News Blog featuring Hernandez, a former LAPD Lt. who has served for over 20 years as the legal counsel to the Los Angeles police union. He describes the Federal Consent Decree as the reason the Police Commission voted to require financial disclosure. Among the disclosure requirements for gang and narcotic officers, to be implemented within ten days of the vote are:

  • List of assets, investments and liabilities, even if jointly owned.
  • Proof of bank accounts and mortgages with statements.
  • Individual financial disclosures to be reviewed and questioned.
  • Positions could be denied based upon the review.

Hernandez also describes how the LAPPL is advising the officers whether or not to comply and suggests the perils when an employer requires employees to turn over their personal information.

Viewers are asked to participate in an online opinion survey and to post their comments for discussion. Here are the survey questions:

  1. Elected officials don't have personal financial disclosure requirements. Should police officers?
  2. Do you think the financial disclosure requirement will deter quality officers from working gang or narcotics units?
  3. Or do you think the Federal Consent Decree has gone too far?

Sunday On Cable TV: LAPD Chief Bratton on Guns, Shootings, Homeless & Police Policy (Internet Video Preview 8 min)

Los Angeles, CA. September 1, 2007 The Full Disclosure Network® is re-releasing a two-part hour-long interview with LAPD Chief William Bratton, covering controversial issues and providing surprising predictions to be featured on:
L.A. Cable Channel 36
Sunday, September 2nd 8-9 p.m.
Monday, September 3rd, 4-5 p.m.

A free eight minute video preview is available for viewing "On Demand" 24/7 (click here to watch) this public service of the Full Disclosure Network®. In addition the Bratton interview is being featured on 45 other cable systems. The no-holds-barred interview is conducted by Emmy Award winning host Leslie Dutton and reveals his most candid and remarkable response to troublesome issues that have been plaguing the LAPD for years. Here are just a few short quotes from Chief Bratton:

  • Homeless Policy in L.A. :............ "It's a national disgrace"
  • Ongoing Federal Consent Decree Costs: ........."Nobody really knows"
  • Special Order 40: .........."LAPD officers cannot ask people if they are here legally "
  • Politicizing the LAPD: "If the Mayor says we are to meet (certain) demands, is that politics?"
  • Police Commission overruling the Department on Devon Brown shooting: ...... "So be it"
  • Is Police Commission process on Officer involved shootings fair?: ..... "It is what it is".
  • Does he worry about officer morale when shootings are determined out-of policy? ..... "No I don't"
  • Issuing Concealed Weapon Permits (CCWs):...... "I am a strong gun control advocate"

Chief Bratton told Full Disclosure® even though after five years the Federal Consent Decree was supposed to go away if the LAPD was in compliance, much of the mandated operations would become a permanent part of the department's operations. Four years ago, on Full Disclosure® he predicted the cost of the Federal Consent Decree could be in the hundreds of millions of dollars for a five year period. In this new interview he says that it should be looked upon as an investment.

The Chief also comments on qualifications of the (Mayor appointed) Police Commissioners who have the power to overrule his recommendations, such as on the Devon Brown shooting and when the Department's "Use of Force Board" found it to be "in policy". Bratton explained that Police Commissioners who sit in judgment on officer involved shootings and "use of force" incidents, are not required to have knowledge or experience in police operations, that they make a good faith decision.

Since 1992 many of the Full Disclosure Network® cable television programs have focused on law enforcement policy at the local, state and national level. All LAPD Chiefs from Ed Davis to Chief Bratton have appeared on the program. Other law enforcement officials featured include L.A. County District Attorneys Steve Cooley and Gil Garcetti, L. A. County and Orange County Sheriffs and most of the former U. S. Attorneys General, Special and Independent Presidential Prosecutors,

The Full Disclosure® program is produced by Leslie Dutton and T. J. Johnston and sponsored by the Citizens Protection Alliance, a non-profit, educational organization. In 2002 the Academy of Television Arts and Sciences presented host Dutton with a local Emmy for the public affairs series featuring Los Angeles law enforcement and city officials, entitled " L.A.'s War Against Terrorism". Sheriff Baca vs Sheriff Arpaio on Jails, Early Releases & More: Video (7 min)

June 7, 2007 --The Full Disclosure Network(R) is re-releasing a seven minute video news blog featuring L. A. County Sheriff Leroy Baca and Sheriff Joe Arpaio (Maricopa County AZ) debating who has the toughest jail system. The video is available FREE, 24/7, on demand as a public service and viewers are encouraged to leave their comments below the video streaming screen for debate and discussion.

STRIKING CONTRAST IN JAILS
This short video demonstrates the striking contrast in policies and attitude in Arizona and California. The Sheriffs offer their own rationalization for circumstances in their jails. At the close of the video news blog viewers are asked to participate in a survey of jail policies.

SHERIFF BACA POINTS OUT:
That criminals in Los Angeles county jails are tougher and more violent and make Sheriff Joe’s jails look like a “summer camp”. Baca points out that in L.A. County jails there are 1,200 murderers waiting for trial and 4,000 gang members who commit 500 murders a year. Baca also says that Sheriff Joe’s criminals are mild and they have committed lesser offenses and are not the hard core criminals such as in Los Angeles County jails

SHERIFF JOE ARPAIO
Is often referred to as "the Toughest Sheriff in America” because he houses jail inmates in Korean war tents on the desert in temperatures that reach up to 140 degrees in the summertime. In this video he boasts about spending only 30 cents a day, per inmate, for meals saying he hopes they will never come back to jail once released.
Sheriff Joe challenges Sheriff Baca’s early release program by inviting him to send the overflow of inmates from L. A. to Maricopa County where he proudly displays a vacancy sign and promotes the austere accommodations for the 10,000 plus inmates in his jails.

POLICE FOOT PURSUIT POLICY DEBATE: OFFICER SAFETY VS PUBLIC SAFETY ( 8 min Video News Blog)

Los Angeles, CA: Three top cops debate whether or not police policy should prohibit officers from chasing criminal suspects on foot when they are alone or without police back-up. In an eight minute Video News Blog, Full Disclosure Network™ presents a dynamic exchange of views as presented by LASD Chief William McSweeney, Detective Roy Burns,(retired LASD) and LAPD Captain Ken Hillman, (retired). The video is available for viewing FREE, on demand, 24/7 as a public service of the Full Disclosure Network™.

Here are a few points made during this debate:

  1. CHIEF BILL McSWEENEY: Says that Los Angeles County Sheriff’s Department has a policy prohibiting a single patrol Deputy from chasing and challenging a suspect on foot. The Department policy says that they are not to physically engage the suspect so as not to endanger the officer or the suspect.
  2. DET. ROY BURNS, LASD (ret) Points out that in Compton, the 4th most dangerous city in America, the Los Angeles Sheriff’s Department only has one officer assigned to each patrol car. He says foot pursuit ban is not needed due to the fact it has been over 20 years since the last LASD Deputy was killed in a foot pursuit and only four in the last 50 years.
  3. CAPTAIN: KEN HILLMAN: Says management should “never restrict officers from doing their duty" and then asks..."what kind of a message does that send to the community and to gang members?” “Do we really want our officers only to be a clean up crew to crime scenes?”

Following the video news debate viewers are asked to participate in an online survey by casting their vote on questions pertaining to the issue. They are also asked to leave their comments and to join in the online blog discussion of the issue.

DO POLITICALLY CORRECT POLICE TACTICS THREATEN PUBLIC SAFETY?

Los Angeles, CA: What happens when police policy prohibits officers from using the “choke hold”, steel flashlights and are instructed NOT to chase fleeing gang members and criminals on foot without back-up. Watch this seven-minute Internet video preview of a Full Disclosure™ two-part Special Series on “Politically Correct Police Tactics”. Six former and present Los Angeles Police officials explain the reasoning and impact on public safety, when LAPD officers and County Sheriffs are restricted from using aggressive tactics while attempting to detain violent or dangerous suspects. The full two-part series is featured on 43 cable television systems, as part the Full Disclosure Network’s™ regular programming. The program is moderated by Emmy Award winning host Leslie Dutton.

The following officials appeared in the preview and the series. Here is a sampling of comments on the topics below:

  • Chief William McSweeney: describes how the LASD foot pursuit policy was developed for the sole purpose of assuring officer safety and acknowledges that a high number of patrol cars are manned by only one Deputy.
  • Detective Roy Burns, LASD (ret): Says that Deputies cannot protect the public unless they are allowed to do their job
  • Captain Ken Hillman, LAPD (ret): “It is not right that an officer should be disciplined for chasing a criminal on foot, when he is alone. The decision should be left to the officer and his or her training has taught them how to make that decision.
  • Joe A. Gunn, former Executive Director Los Angeles Police Commission: After the “choke hold” was banned we predicted that would make the baton the next tactic of choice and then we had the Rodney King incident. If they could have used the “choke hold” that would not have happened.
  • L.A. City Councilman Dennis Zine, LAPD (ret)(2002): Claimed that under the LAPD (Bernard Parks) administration there was an atmosphere where officers were demoralized to the point that they did not aggressively enforce the law. Now with the backing of Chief Bratton, they are once again going after gang members aggressively.
  • Deputy Chief David Gascon (1996): Following the Rodney King incident said he was aware that officers use of the baton had decreased.

Billed as "the news behind the news" the Full Disclosure Network™ is an independent, educational, public affairs cable program featured on 43 cable systems and the worldwide Internet website www.fulldisclosure.net.
