RON KAYE REFLECTS ON THE RICHARD I. FINE CASE: Where Has Los Angeles Politics and Justice Gone Wrong?

“Deport Ilegal Gang Criminals”……. L.A. Councilman Zine

Los Angeles, CA The Full Disclosure Network® presents a six minute video preview of a new two-part series covering the growing controversy over violent crimes committed by illegal alien gangs in Los Angeles.

The controversy was sparked when an 18th Street gang member shot and killed 17 year old Jamiel Shaw, II, a popular L.A High school football star, just three doors from his home. The alleged killer, Pedro Espinosa, had been released from L.A. County jail 24 hours earlier after serving four months on assault and weapons charges and was in the country illegally.

In the series both Los Angeles Councilman Dennis Zine and family Jamiel Shaw, II, the murder victim, describe their proposals to revise LAPD’s Special Order 40 in order to expedite the deportation of criminal alien gang members.

COUNCIL DISPUTE: Council Chair of the Public Safety Committee Jack Weiss claims in a statement issued by is office on June 24th, that LAPD Chief Bratton must issue a report before he can schedule hearings on Zine's Motion, a claim that is disputed by Zine in a statement issued June 24th.

GANGS, EXTORTION & DEPORTATIONS: Councilman Zine points to many issues of concern about the current LAPD policies and practices saying:“I want to know why the LAPD is working with ten ICE agents in the Valley, deporting violent gang members, but not doing this in other parts of the city?”.

Some of the developments described by the Shaws are:

  • The Los Angeles District Attorney’s office pressured the Shaw’s to stop criticizing the City’s controversial “don’t ask, don’t tell” immigration policy known as LAPD’s Special Order 40.
  • Los Angeles City Council members attempted to silence Shaw family members from speaking before the Council and urged them to drop their opposition to Special Order 40.
  • Deputy District Attorney Michele Hanisee informed the Shaws that the D.A.’s office was prepared to claim the murder was gang related and in order to do so the D.A. would contend that their son was a gang member.
  • The Shaws detail their outrage regarding the Deputy District Attorney’s stated intentions to tarnish their popular son’s reputation. They cite the facts that their son had no gang affiliations, no police records whatsoever and to the contrary was praised as role model by teachers and all who knew him.

Sheriff Mike Carona Speaks Out: On Leave of Absence (Internet video 3 min)

Orange County, CA. (Nov. 9, 2007) Mike Carona , the embattled Sheriff reveals why he will not resign from office and the circumstances that brought about his decision to take a sixty day a leave of absence in a two-part Full Disclosure Network® program. LAPD Chief William Bratton:

On December 27, 2002 the newly appointed Chief told Full Disclosure® Host Leslie Dutton that Los Angeles is considered a Democratic (Party) stronghold and that is why then Mayor James Hahn had hired a lobbyist to represent the City on matters before the Republican Administration of President George Bush.

LAPD Captain Kenneth Hillman (ret):

In this two-part series Hillman describes a small group of partisan police reformers as Democrats, who transformed the Los Angeles Police Department into the politicized organization that it is today. Hillman said, "they own it" referring to political leaders and the ACLU who now have complete control of the LAPD and are responsible for the direction of the Department. Full Disclosure® interviewed Captain Ken Hillman in April 2005. Having served as a Director of the Los Angeles Police Protective League (LAPPL) prior to Bratton's appointment he had a first row seat during the selection of Chief Bratton.

Chief Bratton told Full Disclosure® even though after five years the Federal Consent Decree was supposed to go away if the LAPD was in compliance, much of the mandated operations would become a permanent part of the department's operations. Four years ago, on Full Disclosure® he predicted the cost of the Federal Consent Decree could be in the hundreds of millions of dollars for a five year period. In this new interview he says that it should be looked upon as an investment.

The Chief also comments on qualifications of the (Mayor appointed) Police Commissioners who have the power to overrule his recommendations, such as on the Devon Brown shooting and when the Department's "Use of Force Board" found it to be "in policy". Bratton explained that Police Commissioners who sit in judgment on officer involved shootings and "use of force" incidents, are not required to have knowledge or experience in police operations, that they make a good faith decision.

L. A. District Attorney & Sheriff Politics Kill Gangs, Drugs & Immigration Conference

Los Angeles, CA Organizers of the September 5-7th law enforcement training conference on “Gangs, Drugs, & Immigration” scheduled to be held at the Westin Los Angeles Bonaventure Hotel, have announced the event has been cancelled due to political infighting attributed to the Los Angeles County District Attorney’s office. This was to have been the first-ever law enforcement training conference sponsored by citizens for both prosecutors and law enforcement officers.
The scheduled instructors who were to conduct the training are top experts in their field and long-time POST certified instructors, recognized by the California Commission on Police Standards & Training (POST) and representatives from the Orange County District Attorney's Gang Injunction programs and Asian Gang Investigators. In addition, the U. S. Border Patrol was to make a presentation on border violence.
  • L.A. D.A. Office Interferes: "We were unable to muster support and cooperation from the Los Angeles Sheriffs Department (LASD) who had pledged to participate in the event,” claims conference organizer T. J. Johnston, Executive Director of the Citizens Protection Alliance. He said the problems started when the Los Angeles County District Attorney’s office raised objections to the event.
  • Conflict With The L.A. County District Attorney? Johnston said the first indication of dissention came on June 21st when the CPA received an E-mail from Sheriff Leroy Baca’s staff raising the issue of a possible “conflict” with the Los Angeles County District Attorney’s office and the ADDA, another co-sponsoring organization. “The L. A. County Sheriff's Department (LASD) had pledged to promote the conference via their internal communication system known as ‘JDIC’, but once the L. A. County District Attorney’s conflict surfaced, Sheriff Baca's support quickly evaporated.” Johnston said

L.A.D.A.'s Interference Cited By CPA's Johnston:

  • “The Los Angeles County District Attorney’s office contacted the California Commission on Police Officer & Training (POST), and in a series of email messages, falsely stated that the conference did not have the support of the Los Angeles County Sheriff’s Department and raised concerns about the 'legitimacy' of the seminar,” Johnston said.
  • Two District Attorney (automobile fraud) Investigators from the DA’s Commerce Office appeared at the CPA office on Friday, July 5th flashing badges to find out who provided the e-mail list of L A. "Even though the Orange County Sheriff and the two District Attorney’s Associations continued their co-sponsorship, LASD’s withdrawal effectively killed the conference by cancelling their support to obtain the POST credentials. Los Angeles, CA: The unique court ordered partnership between the ACLU and the Los Angeles County Sheriff’s Department is revealed in a four minute Internet video preview from a special Full Disclosure Network® series of interviews addressing the Los Angeles County jail crisis. Sheriff Joe challenges Sheriff Baca’s early release program by inviting him to send the overflow of inmates from L. A. to Maricopa County where he proudly displays a vacancy sign and promotes the austere accommodations for the 10,000 plus inmates in his jails.

Police Reformers Control The LAPD: Online Video

Los Angeles, CA The Full Disclosure Network® presents two part exclusive intertview with retired LAPD Captain Ken Hillman about how the Los Angeles Police Department was politicized after the Rodney King incident and the 1992 L.A.   • POLICE REFORMERS POLITICIZE LAPD: Captain Hillman describes the circumstances following the resignation of LAPD Chief Daryl Gates when "police reformers" pushed Charter Amendments. The first reform was "Proposition "F" that provided for the Police Chief's position to become a political appointment giving the Mayor and his hand picked Police Commissioners the power to remove the Chief. A few years later Charter changes made the Deputy Chiefs political appointees as well.
  • PARTISIANS OWN THE LAPD: According to Hillman, whose long career included leadership roles in both the Police Union, as member of the Board of Directors and Captain of the Pacific Division (Command). He describes how powerful partisans seized control of the LAPD. He explains that it was a small politically powerful group who were the masterminds who "reformed" the LAPD. "They own it", he says, the LAPD is now completely politicized. In part-one of the interview Hillman said "the LAPD Chief is now the Mayor's mouthpiece".
  • POLICE UNION EMPOWERED Captain Hillman explains that when the (Civil Rights) partisans took control of the Department it also resulted in empowering the Los Angeles Police Protective League (police union). Hillman describes how the police union was mostly a social, golfing organization until they were threatened by the anti-law enforcement reformers. Prior to the take-over the police union had not played a signifigant role in City politics, but when they did there was an immediate need to protect the rights of officers if the face of the "so called" reforms. He now says the reformers, including the powerful ACLU partisians have complete control over the LAPD .
  • POLICE UNION SUPPORTS MAYOR CAMPAIGN: On this part-two of the Full Disclosure® interview, Captain Hillman said the Police union made a deal with then-candidate Mayor James Hahn, to support his campaign in exchange for his approving the 3/12 work schedule for police officers. This was accomplished due to successful union organizing due to the threat of the anti-police reformers posed. He claims the police union was forced to become more aggressive to defend and protect the rights of officers.

Ultimate Gang Solution Near? Watch Video

Los Angeles, CA California’s prison system has been condemned in a 400 page report that to this day has been basically concealed from the public. The report, of the Corrections Independent Review Panel cost the State over a million dollars and took five months of intensive investigations to complete, was presented to Governor Arnold Schwarzenegger and the Department of Corrections in June of 2004. Heading the review panel was former California Governor George Deukmejian, appointed by the Governor to investigate the Department of Corrections with the assistance of a cadre of law enforcement experts representing many agencies and associations. POLICE FOOT PURSUIT POLICY DEBATE: OFFICER SAFETY VS PUBLIC SAFETY ( 8 min Video News Blog)

Los Angeles, CA: Three top cops debate whether or not police policy should prohibit officers from chasing criminal suspects on foot when they are alone or without police back-up.   1. CHIEF BILL McSWEENEY: Says that Los Angeles County Sheriff’s Department has a policy prohibiting a single patrol Deputy from chasing and challenging a suspect on foot. The Department policy says that they are not to physically engage the suspect so as not to endanger the officer or the suspect.
  2. DET. ROY BURNS, LASD (ret) Points out that in Compton, the 4th most dangerous city in America, the Los Angeles Sheriff’s Department only has one officer assigned to each patrol car. He says foot pursuit ban is not needed due to the fact it has been over 20 years since the last LASD Deputy was killed in a foot pursuit and only four in the last 50 years.
  3. CAPTAIN: KEN HILLMAN: Says management should “never restrict officers from doing their duty" and then asks..."what kind of a message does that send to the community and to gang members?” “Do we really want our officers only to be a clean up crew to crime scenes?”

Video News Blog: BRATTON CONFLICT ON LAPD CONSENT DECREE?


Los Angeles, CA. Allegations that LAPD Chief William Bratton may have a conflict of interest in the ongoing LAPD Federal Consent decree that is being monitored by his former employer Kroll & Associates are featured in a thirteen minute Full Disclosure Network™ Video News Blog. In a February 2006 interview with the Full Disclosure Network™, Bratton predicted the Federal Consent Decree mandates would be extended beyond the five-year deadline to comply. Reasons cited were the Department’s failure to develop an experimental and comprehensive computer tracking system for officers, known as Teams II. According to LAPD Captain Ken Hillman, the specifications for the computer system are “pie in the sky”, and that no such computer system exists in the nation or the world.

Hillman went on to say “The problem is that Chief Bratton previously was an Associate with Kroll (International Consultants) and as such he was put in a position to oversee and monitor the implementation of the Federal Consent Decree for LAPD prior to being selected as Chief of Police (LAPD). I don’t know if there is really an incentive for Chief Bratton to get out of the Federal Consent Decree because, in turn, if he were to get the Police Department out of the Federal Consent decree, his friends and Associates at Kroll would no longer have a job with the City of Los Angeles.

Former Assistant LAPD Chief Dave Gascon describes how the 300 best and brightest (police employees) were to be taken off the streets to perform (paper work) functions of the Federal Consent Decree. Chief Bratton defends the use of highly trained personnel, including himself in performing the Court mandated functions. LAPD Inspector General Jeffery Eglash describes how the under the Federal Consent Decree the auditors are now auditing the auditors and “there are a lot of redundancies in the process.”

On November 2, 2000 the elected officials of Los Angeles agreed to a comprehensive court settlement of a civil rights case brought by the U.S. Department of Justice against the Los Angeles police department. This settlement agreement is referred to as the LAPD Federal Consent Decree, it was to be in force for five years and if compliance for two consecutive years, the lapd would be relieved of the federal oversight and monitoring costs and procedures. as of this year, that period is up.
