  • Los Angeles City Council members attempted to silence Shaw family members from speaking before the Council and urged them to drop their opposition to Special Order 40.
  • Deputy District Attorney Michele Hanisee informed the Shaws that the D.A.’s office was prepared to claim the murder was gang related and in order to do so the D.A. would contend that their son was a gang member.
  • The Shaws detail their outrage regarding the Deputy District Attorney’s stated intentions to tarnish their popular son’s reputation. They cite the facts that their son had no gang affiliations, no police records whatsoever and to the contrary was praised as role model by teachers and all who knew him.

SHOULD COPS DISCLOSE PERSONAL FINANCES? Internet Video News Blog (11 min)


Los Angeles, CA. According to Hank Hernandez, chief legal counsel of the Los Angeles Police Protective League (LAPPL), the City of Los Angeles entered into a collective bargaining agreement with the police union four years ago. And now the City is attempting to change the agreement that was negotiated in good faith. Hernandez says the Police Commission’s vote to require gang and narcotic officers to disclose their personal finances is “unacceptable.”

The FULL DISCLOSURE NETWORK® presents an exclusive eleven minute Video News Blog featuring Hernandez, a former LAPD Lt. who has served for over 20 years as the legal counsel to the Los Angeles police union. He describes the Federal Consent Decree as the reason the Police Commission voted to require financial disclosure. Among the disclosure requirements for gang and narcotic officers, to be implemented within ten days of the vote are:

  • List of assets, investments and liabilities, even if jointly owned.
  • Proof of bank accounts and mortgages with statements.
  • Individual financial disclosures to be reviewed and questioned.
  • Positions could be denied based upon the review.

Hernandez also describes how the LAPPL is advising the officers whether or not to comply and suggests the perils when an employer requires employees to turn over their personal information.

Chief Bratton told Full Disclosure® even though after five years the Federal Consent Decree was supposed to go away if the LAPD was in compliance, much of the mandated operations would become a permanent part of the department's operations. Four years ago, on Full Disclosure® he predicted the cost of the Federal Consent Decree could be in the hundreds of millions of dollars for a five year period. In this new interview he says that it should be looked upon as an investment.

The Chief also comments on qualifications of the (Mayor appointed) Police Commissioners who have the power to overrule his recommendations, such as on the Devon Brown shooting and when the Department's "Use of Force Board" found it to be "in policy". Police Reformers Control The LAPD: Online Video

Los Angeles, CA The Full Disclosure Network® presents two part exclusive intertview with retired LAPD Captain Ken Hillman about how the Los Angeles Police Department was politicized after the Rodney King incident and the 1992 L.A. This 2005 interview is being re-released to provide background on the LAPD in light of the current controversy involving the May Day Immigrant demonstrations in MacArthur Park and who controls the LAPD.

Here are some of the highlights of the interview:
  • POLICE REFORMERS POLITICIZE LAPD: Captain Hillman describes the circumstances following the resignation of LAPD Chief Daryl Gates when "police reformers" pushed Charter Amendments. The first reform was "Proposition "F" that provided for the Police Chief's position to become a political appointment giving the Mayor and his hand picked Police Commissioners the power to remove the Chief. A few years later Charter changes made the Deputy Chiefs political appointees as well.
  • PARTISIANS OWN THE LAPD: According to Hillman, whose long career included leadership roles in both the Police Union, as member of the Board of Directors and Captain of the Pacific Division (Command). He describes how powerful partisans seized control of the LAPD. He explains that it was a small politically powerful group who were the masterminds who "reformed" the LAPD. "They own it", he says, the LAPD is now completely politicized. In part-one of the interview Hillman said "the LAPD Chief is now the Mayor's mouthpiece".
  • POLICE UNION EMPOWERED Captain Hillman explains that when the (Civil Rights) partisans took control of the Department it also resulted in empowering the Los Angeles Police Protective League (police union). Hillman describes how the police union was mostly a social, golfing organization until they were threatened by the anti-law enforcement reformers. Prior to the take-over the police union had not played a signifigant role in City politics, but when they did there was an immediate need to protect the rights of officers if the face of the "so called" reforms. He now says the reformers, including the powerful ACLU partisians have complete control over the LAPD .
  • POLICE UNION SUPPORTS MAYOR CAMPAIGN: On this part-two of the Full Disclosure® interview, Captain Hillman said the Police union made a deal with then-candidate Mayor James Hahn, to support his campaign in exchange for his approving the 3/12 work schedule for police officers. This was accomplished due to successful union organizing due to the threat of the anti-police reformers posed. He claims the police union was forced to become more aggressive to defend and protect the rights of officers.

Video News Blog: BRATTON CONFLICT ON LAPD CONSENT DECREE?

Allegations that LAPD Chief William Bratton may have a conflict of interest in the ongoing LAPD Federal Consent decree that is being monitored by his former employer Kroll & Associates are featured in a thirteen minute Full Disclosure Network™ Video News Blog. In a February 2006 interview with the Full Disclosure Network™, Bratton predicted the Federal Consent Decree mandates would be extended beyond the five-year deadline to comply. Reasons cited were the Department’s failure to develop an experimental and comprehensive computer tracking system for officers, known as Teams II. According to LAPD Captain Ken Hillman, the specifications for the computer system are “pie in the sky”, and that no such computer system exists in the nation or the world.

Hillman went on to say “The problem is that Chief Bratton previously was an Associate with Kroll (International Consultants) and as such he was put in a position to oversee and monitor the implementation of the Federal Consent Decree for LAPD prior to being selected as Chief of Police (LAPD). I don’t know if there is really an incentive for Chief Bratton to get out of the Federal Consent Decree because, in turn, if he were to get the Police Department out of the Federal Consent decree, his friends and Associates at Kroll would no longer have a job with the City of Los Angeles.

On November 2, 2000 the elected officials of Los Angeles agreed to a comprehensive court settlement of a civil rights case brought by the U.S. Department of Justice against the Los Angeles police department. This settlement agreement is referred to as the LAPD Federal Consent Decree, it was to be in force for five years and if compliance for two consecutive years, the lapd would be relieved of the federal oversight and monitoring costs and procedures. as of this year, that period is up.
