In a February 2006 interview with the Full Disclosure Network®, Bratton predicted the Federal Consent Decree mandates would be extended beyond the five-year deadline to comply. Reasons cited were the Department's failure to develop an experimental and comprehensive computer tracking system for officers, known as Teams II. According to LAPD Captain Ken Hillman, the specifications for the computer system are "pie in the sky", and that no such computer system exists in the nation or the world.

Allegations that LAPD Chief William Bratton may have a conflict of interest in the ongoing LAPD Federal Consent decree that is being monitored by his former employer Kroll & Associates are featured in a thirteen minute Full Disclosure Network® Video News Blog. In the video are Chief Bratton, Councilman Bernard Parks, LAPD Captain Ken Hillman (ret), Assistant Chief David Gascon (ret), and LAPD Inspector General Jeffery Eglash (1998-2002)

The Federal Conscent Decree has proven to be an expensive useless tool. Millions are being spent to over audit our police department, than to hire and place more personnel in the field to investigate crimes. The real crime here, is that officers of the L.A.P.D. are being allowed to do their job properly because of certain federal "standards" are not met.

The consent decree is a crime committed by Clinton admin anti-police activists to maintain their special interest support and votes. It is an outright power grab. where is the Bush admin leadership in our domestic policies????

the consent decree is a power grab by the clinton admin to handcuff law enforcement and please special interest constituents to continue to vote democrat. It has done severe damage to the law abiding citizens of L.A. and our nation.

What happened to my comments? Too much oversight will drive the LAPD into oblivion. There are over 200 investigators assigned to Internal Affaires. I worked Internal Affaires in the late sixties- 13 investigators. Nuff said!

Another failed technology plan that has not met the financial goals or time tables. Put the cops on the street and cut the useless red tape. The Chief is being too anal with the taxpayer's money and need to cut the losses and move on.

This is sort of absurd. If there was the potential for a conflict, it would have been addressed at the time of Bratton's hiring, when the decree was already in full swing.
