Los Angeles CA The Full Disclosure Network® presents a video news report (six minutes) covering public testimony at a City Council Committee meeting on Information & Technology Agency held on Tuesday, January 27, 2009. The video reveals public concerns and distrust as to how the City has been using multi-millions in cable and video franchise fees. Among those testifying in the video at the public hearing are:

  • David R. Hernandez, President L.A. Public Access Coalition
  • Arlene Peck, Journalist- Public Access Producer

PUBLIC CHANNELS MANDATED: Multimillions of dollars in Franchise fees have been paid each year to the City by Time Warner Cable and Cox Communications and now ATT, Verizon and other telecom companies. The fees are from gross revenues from monthly subscribers who pay for an array of cable and video channels, that by law are supposed to include public access (PEG) channels.

COUNCIL TO SUE ATT ON PEG CHANNEL DELIVERY? The City Council Committee meeting on Information & Technology Agency has sent two measures to the full City Council to decide on Tuesday February 4, 2009. Here is report on committee action that recommends the Council abolish the board of Information Technology Commissioners and to file legal action against ATT (see report here) for non-compliance in providing DIVCA required public access video channels.

This matter is getting more murky and clouded BY PUBLIC CITY OFFICIALS. Why?
This doesn't pass the smell test, the voters are getting ripped off by cable companies and city officials paying for something that isn't being produced.

The best answer is to dump public access and remove the tax from our cable bill. Nobody watches it on television.

Government and States are exposed more daily. I believe the PEOPLE are going to rise up and overthrow the whold government. And we are aware of the conentration camps and terror attacks within prepared..for us..but we are ready ! The same scam from the 1930's is being done all over again world wide. Why should any of us believe any gov is good, when G-d told us it was ran by the god of this world? We are to vote in good men, and hold them accountable.we best do it today..or loose it all !

I wish I could say that the utter contempt and complete disregard for the public on the part of our elected officials was just an aberration. But sadly, it's business as usual. They don't care about the public or our access to a broadcasting system because then somebody might actually start holding these people accountable. And don't even get me started on the Cable/Tele-com companies who gobble up fees but don't provide anything for the public in return!

New York stands firm with California at this bad time.

The lack of attention when the public is speaking to both committees and the LA City Council is the norm. This is very disrespectful to the public who usually take considerable effort to leave time from work and fight traffic to attend their meetings.

This is unethical the way public access isbeing stolen from the voters of LA. And they have to still pay the thief the bill. Is this Democrates in actions?

Save Public Access. Past Mandates ensured the Cable and Phone companies that offer video serves would support Public Access stations and channels with a percentage of gross revenues of up to 5% annually. As funding for Public Access is based on a percentage of gross revenues, Profits) earned by the Cable and or Phone operators, such mandatory assurances to support Public Access have no impact on competition or rates. These companies are scamming the people and government, the city council in this case, is perceived as corrupt for allowing it to happen. Public Access is a community resources that benefits all the people in a community. Take the side of the people return funding to support public access.
