Newporters for Responsible Government (NRG) is formed:
In an unprecedented campaign attacking the Bond financing mechanism used to side step voter approval and Proposition 13, attorney John Buttolph, Real Estate broker Tom Billings and former "Big Four" accountant turned CFO Chris Harano formed a committee known as the Newporters for Responsible Government (NRG) to qualify a ballot initiative to require all COP Bonds to be approved by the voters. Currently all general obligation bonds must be approved by voters in the State of California.

Contributing factors that prompted the NRG actions to challenge the City Hall are:

• Project approved before receiving public input
• Unsatisfactory location for community access
• Objections to the size of the project

City Hall Project Halted, Registrar of Voters to be Investigated.
Following the NRG committees petition campaign, Newport City Council temporarily stopped the project from going forward, to allow citizen input. While the project and the financing are still pending, a citizens oversight committee is studying the issue, with the goal of winning public support. Simultaneously, the Orange County Board of Supervisors has ordered an investigation of the Registrar of Voters regarding the handling of Recall petitions in nearby Capistrano Unified School District.
