Newport Beach, CA. - Angry citizens and taxpayers in Orange County are featured in an 8 minute FULL DISCLOSURET Internet video preview, describing why they have been challenging the proposed financing for construction of a new City Hall using Certificates of Participation (COP) bonds, without voter approval. Newporters for Responsible Government (NRG) is formed:
In an unprecedented campaign attacking the Bond financing mechanism used to side step voter approval and Proposition 13, attorney John Buttolph, Real Estate broker Tom Billings and former "Big Four" accountant turned CFO Chris Harano formed a committee known as the Newporters for Responsible Government (NRG) to qualify a ballot initiative to require all COP Bonds to be approved by the voters. Currently all general obligation bonds must be approved by voters in the State of California.

Contributing factors that prompted the NRG actions to challenge the City Hall are:

  • Project approved before receiving public input
  • Unsatisfactory location for community access
  • Objections to the size of the project
  • Financing method circumvented public approval

Orange County Registrar Questioned on Handling Petitions

  • Suspicious handling of petitions by the OC Registrar raised concerns
  • Petitions submitted to Registrar were deemed inadequate
  • City fails to place measure on the ballot

City Hall Project Halted, Registrar of Voters to be Investigated.
Following the NRG committees petition campaign, Newport City Council temporarily stopped the project from going forward, to allow citizen input. While the project and the financing are still pending, a citizens oversight committee is studying the issue, with the goal of winning public support. Simultaneously, the Orange County Board of Supervisors has ordered an investigation of the Registrar of Voters regarding the handling of Recall petitions in nearby Capistrano Unified School District.

It's all well and good to assume the Newport Beach City Council is responding to public outcry by placing the new city hall project on hold. However, until they vote to take the project off the table, their tabling the project should be considered no more than lip service and political manuevering to defeat the initiative process. Beware NRG volunteers - ask for the vote to remove the project from the agenda.

Good for the citizens of Newport Beach. It is refreshing to see such knowledgable and competent people step up to the plate to hold government accountable. GO NEWPORTERS GO!
