Another reason to vote at every election. Voting is the bare minimum you should be doing.

This is what happens when you have massive procreating overpopulating illegal and legal immigration; there is and has been something rotten in the State Of Los Angeles and California for a very long time.

Leslie,
Every school district in Californis must have an independendt audit by a CPA firm.
LAUSD indenependent auditor was KPMG, and I don't know if it is still.
Just like AA had to go out of business after the Enron scandal, the CPA firm auditing LAUSD should answer to the legality of those bonds. I think with your excellent reporting you might be able to interview the LAUSD independent CPA partnet in charge. The CPA Annual Report is a public document, and should be subject to public scrutiny.

Someone really needs to investigate this mess and find out why government officials can incur this debt without our vote! It's outrageous and is looming like the Sword of Damocles just waiting to fall on us unsuspecting taxpayers.

COP's are funded by govermental revenue and constitute a debt just like a bond. This corrupt practice was identified many year's ago in LA - http://johnnypumphandle.com/cc/LACCC/LACCC.htm

I just do not understand how they get away with this and why they have not been cgalanged?

This is incredible stuff:unauthorized bonds. The corruption sounds like some of the worst of Russia's KGB oligarchs stealing the money & resources of the nation. The LAUSD and their co-conspirators are depending upon an uninformed or uneducated population to get away with this. I hope you have support and protection from this Mafia.
