Los Angeles, CA…..This month Southern California's own Emmy Award-winning public access series, FULL DISCLOSURE with Leslie Dutton, takes on L.A. City Hall and the leadership of the Los Angeles Police Department in a pair of hard hitting two-part exposé's. 

Featuring in-depth interviews with Los Angeles Chief of Police William Bratton and outgoing Assistant Chief David Gascon, the pair of two-parters, LAPD: Politics vs Terrorism and LAPD vs The Feds examines how, and why, then-City Attorney James Hahn pushed the LA City Council to adopt an agreement (the controversial Federal Consent Decree) that will cost the city hundreds of millions of dollars and hundreds of police officers - Was the Consent Decree adopted as a "quick fix" out of political expediency without consideration of the cost and consequences to the LAPD?

Was Hahn motivated by a desire to serve the citizens of Los Angeles - or by his ambition to become LA's next mayor?  According to retired Assistant Chief Gascon, "Jim Hahn wanted to be mayor and needed to get (Rampart) lawsuits behind him right away. That is why he told the Council it (the Consent Decree) was in the City's best interest." 

In his interview with host Leslie Dutton, Gascon asserts that the City Council had a similar agenda as they were looking for an easy way out and the Federal Consent Decree presented that opportunity.  According to Gascon: "It was pure politics" . "They were looking for a way to "reform" the LAPD".  "When asked if the Council knew how much it would cost, Gascon replied "they didn't have a clue and did not even ask" what it would cost.  

Current Los Angeles Police Chief William Bratton tells Dutton that while he estimates the cost of the Federal Consent Decree to be in "hundreds of millions of dollars" over the next five years, the real thrust of the decree is "to ensure the Department will be able to say it is not racist, not brutal and not corrupt."
