SCOTT WILDMAN, former Chairman of the California Joint Legislative Audit Committee describes how the Los Angeles Unified School District LAUSD evaded environmental laws covering commerical developments by promoting the Belmont Learning Center as a Joint Use project. “Our report fairly clearly demonstrated that the real goal of the school construction project during that period of time was NOT to build schools. It was to try to generate more money for the District. “There were seven projects like this in LAUSD and none of them—NONE OF THEM have ever generated very much money for the District. And ALL of these project essentially failed.”

As Chairman of the California State Joint Legislative Audit Committee, former Assemblyman Scott Wildman criticized schools and government entities involved in inappropriate financial dealings. Wildman condemned the “Joint Ventures” concept saying, “The problem is, school districts or any government agency is not really in the business of making money, because there’s a risk whenever you’re in the business of making money. You can’t risk the future of our kids.” Wildman also pointed out opposition to his investigations searching for the truth. “There was considerable influence from members of the legislature, including the then Speaker (Assemblyman Bob Hertzberg) of the legislature, in trying to suppress investigations like the Hawaiian Gardens (Casino redevelopment) investigation. "

California's Public Schools: A Needs Assessment
In response to a program adopted by the California Legislature in 1996, the Class Size Reduction (CSR) Program created the greatest need for personnel and facilities in the history of California public education. This report surveyed the needs in all 309 Unified School Districts, 536 Elementary School Districts, 104 High School Districts, and 58 County Offices of Education.

The Environmental Quality Act and the Belmont Learning Complex: A Breakdown in Process
This comprehensive analysis documents the failure of LAUSD to follow state law, specifically State Health and Safety Code, and standard bidding and building procedures in what has become the most expensive pubic school ever build in U.S. history.

LAUSD'S Business Services Center
This report analyzes the first attempt by LAUSD to pursue a series of "joint venture public/private land development projects" by exploiting the Northridge Earthquake to declare (over one year AFTER the quake) the need for an emergency development project to house the District Administration functions, wasting almost a hundred million dollars of school district funds.

This preliminary report begins "It is inconsistent with state law to release state funds for the Belmont Learning Complex until the proposed school construction project is put out to bid pursuant to Public Contract Code..." and continues to indict the entire construction process--from management, to oversight, to the costs in general.

Toxic School Sites in Los Angeles: Weaknesses in the Site Acquisition Process
As one of the segments heading states: Public School Site Approval--A System In Crisis. The report goes on to document how the LAUSD failed to adhere to state laws governing toxic safety in at least nine school sites, where schools currently exist or are being built on contaminated land.

Where Has The Money Gone? School Construction in LAUSD
This report offers a representation obtained from the LA School District with respect to four areas: enrollment growth, seat capacity, school construction costs, and land acquisition. The JLAC Committee notes that the report "may not be as comprehensive as we would like (as the District has not assiduously tracked certain information)..."
