TITLE: Los Angeles City Council and Veteran LAPD

(12-12-02) Before being elected to the Los Angeles City Council in 2001, DENNIS ZINE was a 33 year veteran of the LAPD and elected three times to the Board of Directors of the Police Union. As Chairman of the Personnel Committee on L.A. Council, he explained the problems relating to the City Personnel Department and the LAPD with regard to diversity hiring policies mandated by Federal Consent Decrees. He noted that the LAPD practice of excluding police officer candidates with minor arrest records was unreasonable and had prevented adequate recruiting from taking place.
