(12-06-02) RICK CARUSO, President of the Los Angeles Board of Police Commissioners explained how the newly appointed Commissioners dealt with the September 11th Terrorist attack immediately following had to consider the reappointment of Los Angeles Police Chief Bernard Parks for a second five-year term. Caruso told Full Disclosure Network® that the new Commission hired a "consultant" who helped them develop the criteria for reappointment which eventually led to the selection of former New York Police Chief WILLIAM BRATTON. Caruso also was strongly opposed to making any change in policy on LAPD's Special Order 40 which prohibits police officers from enforcing federal immigration laws.
