Los Angeles, CA Here is a ten minute Full Disclosure Network® video news report about how volunteers are fighting what appears to be Court Corruption that is making it very difficult for Richard I Fine to win his freedom. The volunteers are trying to Free Richard Fine from L A County Central Men's Jail where he has been in solitary coercive confinement for going on seven months. He was jailed following a civil contempt judgment for having attempted to disqualify Superior Court Judge David Yaffe, for failing to disclose that he received illegal payments from a party involved in the litigation (Marina Strand Colony II Homeowners Assn. vs County of L.A.)
JUDICIAL CORRUPTION SEEN AS THREAT
The video features Fred Sottile and Full Disclosure Host Leslie Dutton a with a description of how Richard Fine is representing himself "In Pro Per" writing the court documents using legal codes from memory in his jail cell. The difficult circumstances of this legal battle is described vividly by Sottile who sees the Judicial Corruption as a threat to the entire country.
OBSTACLES ENCOUNTERED
The obstacles encountered by the volunteers for Richard I Fine are documented in a series of video news reports produced by the Full Disclosure Network. The second segment in the series is to be release next week. Many of the volunteers helping Richard Fine have had personal encounters with the flawed Court process and were motivated to come forward due to the issues involved in his case.

I have factual evidence of corruption by court Judges in LA
I am working on a book to expose this
Mr. Fine needs to get out of jail. Death in jail is not about winning ...there is no principle issues when you are dealing with evil. He needs to get out and get health first. You can not fight a corrupt system from with in it.
I thought about going to court to protest...all that would happen is I would be arrested. Prehaps we need to wear tee shirts that say on them DAVID JAFFE BELOVED .
Theater has its power. A court room filled with respectful pleasant smiles all pleased with Judge DAVID Yaffe. I am no longer a heroic warrior ...it cost me family, career and my health exposing medical abuses . Now I need to see the reality of our world. How do we fight EVIL....?

i was ordered before a jefferson parish judge even tho me nor my ex resided in jefferson we resided in orleans as today 12 years later and as even as the mother of my ex admits a personal favor was granted by her now ex then contractor who preformed work for the judge who presided over my case. today jefferson garnishes more than half of my income even tho my daughter is now 18 and would be the first to tell you i am not a dead beat never have been i love my child i just despise being railroaded in a case that was a set up from jump as my ex sees none of the money garnished from my income.

February 21 2010, I never imagined that when Leslie Dutton asked me to make these comments, that 6 months later there would be no change. No change? Oh, I'm sorry, the situation has changed for the worse. The judges strangle hold on YOU only increases with each passing day and America sinks deeper into desperation. Desperation? What sre we desperate for? We are desperate to end tyranny. Incumbent politicians will only get the message when we vote them out. It is truly the legal American way.

@ Courtwatch. Please work with Leslie Dutton on a report NAMING NAMES. We deserve the right to know the names of these Judges. All 2000 of them. We deserve the right to know, from top to bottom, who came up with the sudden SBX211 "Bill/Law" to make these payments legal. Every one of them.
It's extremely interesting that Marin County and San Diego County are now undergoing "audits" for Court Corruption, but Los Angeles, which is where THIS part of the corruption started has been left out. Los Angeles is the center of the septic system of Court Corruption, and the law makers as well. (Some who's spouses are Judges)
It appears that our Government is just really a large mafia. Why is Madoff in jail if these Judges aren't? They have done the exact same thing, but it's worse. He was at least caught, and stopped. There is no stopping the Government.
Leslie, please do a report, naming names of all the ones involved from top to bottom. Who drafted SBX 211, who supported it, and who is getting the payments. All 2000 names.

For those of you who are interested in the Richard Fine issues, the statistics about the judicial perks he was complaining about can be found in the Judicial Council's December 15, 2009 report entitled "Historical Analysis of Disparities in Judicial Benefits". The key statistics are in attachment D, pages D-9 to D-14. In 2008, CA counties paid a total of $30,388,289 in "supplemental judicial benefits" to their judges, above and beyond their state salaries and benefits.$23,482,932 of this total $30.3 million was paid by Los Angeles County, to Los Angeles County judges. The report does not state how much each judge receives per capita, but it states that Los Angeles County has 436 judges-- that comes out to each LA judge receiving approximately $53,860 from LA County. Richard Fine challenged the LA judges, stating that those receiving these hefty benefits from LA County should not be hearing cases involving LA County. He also claimed the payments were illegal. In 2008, a court of appeal agreed that the payments were illegal.(Sturgeon v. County of Los Angeles (2008) 167 Cal.App.4th 630.) According to the Judicial Council report (page 4), in response to the Sturgeon case, "the judicial branch sought legislation, Senate Bill X2 11".
The legislation, commonly known as SBX 211, was pushed through on an emergency basis. It allows judges to continue to receive these extra benefits, and also provides RETROACTIVE IMMUNITY from prosecution to counties paying the benefits, and judges receiving the benefits.
In other words, CA judges were taking the county benefits in violation of the law. When this was made public, the CA judiciary got emergency legislation passed, allowing them to continue to receive their benefits (while courts are being closed due to "budget constraints"), and also allowing them to escape prosecution. Meanwhile, the lawyer who had been challenging the LA bench for taking these hefty illegal perks for years, was disbarred and sent to jail, where he has been held in solitary confinement for almost a year.
The legality of SBX 211 has subsequently been challenged -- something the language of the legislation itself anticipated.
If you think this report on judicial benefits is interesting, check out the report issued the same day (12/15/09), by the CA Judicial Council's "Commission on Impartial Courts" recommending that judges be allowed to take campaign contributions from those who appear before them (although 75% of the public, and over 25% of judges, believe such contributions affect the outcome of cases), and also recommending AGAINST the implementation of Judicial Performance Evaluations--which consultants to the Judicial Council have repeatedly, strongly recommended.

Mr. Fine refused to pay the county money for the EIR that he had been fighting in court against the County. When he asked Judge Yaffe to disqualify himself because he had been receiving illegal payments from the county
Simple as that. When he refused to pay the money to the county, then the judge ordered a Judgment Debtor's hearing, held by a commissioner who was apparently
not duly authorized to impose sanctions or even hear the casem, according to Mr. Fine. You notice the County has not come to Mr. Fine's rescue, apparently they are pleased enough to see him silenced. He is about to loose his house as he is behind in mortgage payments due to loss of income, they disbarred him. But now the 9th Circuit Court of appeals has stayed the disbarment until the issue of whether or not the Judge Yaffe should have recused himself from the case.
Fine was concerned that the illegal money was influencing the Judges decision, similar to the recent Caperton vs Massey Oil Co. US Supreme Court decision this last June. Also according to Fine and the LA County Council's Litigation Reports on their website, all cases decided by Judges have been decided in favor of the county from 2005 through 2008. If you check the court documents that are linked to our reports on this website you can read Judge David Yaffe's judgment that states the reasons. Leslie

Dear Leslie: One large missing piece is the rationale and substantive issue that first motivated Judge Yaffe to demand an account of Richard Fine's finances. What is it? There is little doubt that Fine is being railroaded, but I have yet to hear clearly the nature of the order that Fine refused.

Yes on all accounts. I'm in the CA DOJ and US DOJ on my matter, Atty. Fine's and many others and have begun seeking indictments and the freezing of assets on CA politicians because no one acts. These judges need to be taken out of office, asap. The DOJ's are getting your videos directly from me, Leslie. Keep up the good work!

I have experience questionable rulings in the Ca. state Appellate court. ie: Dimissing a case for not responding in a timely matter when in fact a response was filed in a timely manner. Ca. Attorney Justain Riley actually making up occurrences and events that never happened and filing them in a case to persuade the Judge to dismiss the case. This was in the 3rd appellate court in Sacramento.

Judicial corruption as indicated in Mr. Fine's case is most appalling and most dangerous to our country and our very life. Thank you for your tenacious loyalty, and to the dedicated volunteers.
