Before I was kissed and given a mouth infection in 1985 by the younger sister of now retired Captain Tom Twellman of what was then the Orange County Marshall's Office, I was ignorant about corruption in Orange County politics and law enforcement. I grew up in the unincorporated residential neighborhood of Rossmoor in the city of Los Alamitos, Orange County. My parents were original home owners. My father who has always been ego-centered and short-tempered, was a mechanical / petroleum engineer from U.S.C. My father and mother rented their first apartment in near-by Long Beach from Pat Vanderlans, the wife of ex-prosecutor of Long Beach John (Jack) Vanderlans. My mother became good friends with Pat, but was not liked by John (Jack). My parents had a precarious marriage of over 20 years which was plagued by arguments, flaring tempers and physical abuse (violence) by my father. Rossmoor was patrolled by Orange County Sheriffs and not once was my father arrested for battery against my mother. Then the law changed, but by that time, my parents were divorced. In 1976, my abusive mother and older sister, forced me to run away to live with my separated father in Ventura County. Less than a year after I was living with my father, my sister had found out where I was living with our father at the Citrus Tree Apartments in Saticoy, Ventura County. She asked our mother to drive her and her boyfriend to visit our father and I, but first, my sister had our mother call our father to inform him they wanted to visit us. I advised my father against it, but he never listened to me. A month or so later, my sister and her other boyfriend (ex-marine with a psychiatric discharge) Bill Lane of Los Alamitos who was friends with the Captain of Los Alamitos Police Department. A few weeks later, someone placed a deadly skin to blood absorbing chemical poison on the handlebar grip of my Honda motorcycle at my father's apartment. Less than a year later, my sister was baptized a Seventh-Day Adventist and was attending Orangewood Academy Adventist Hight School in Garden Grove, Orange County. Within four years after being poisoned, I was dying of anemia and was jaundice from the chemical poison placed on my motorcycle. This ended up being covered-up by a Evan Slater, M.D. and his associate, Dr. Gwen or spelled Guyn of Ventura. Mormons in Ventura knew immediately when I had been poisoned and knew who did it and why, but they have kept this knowledge to themselves ever since 1976 and have been covertly, serrupticiously having Mormon teenagers and adults observe, monitor, and study the deterioration to my body over the years from chlorinated hydrocarbon or polychlorinated biphenyl poisoning. In 1980, Evan Slater, M.D. and Dr. Gwen collaborated with others to have a Ventura motorist hit me with the front of his car while I was at a red traffic light on my new motorcycle (Honda 250). The purpose was to cause my spleen to rupture which was enlarged to twice its normal size from four years of destroying a large percentage of my red blood cells which were deformed from the chemical poison mutating my bone marrow DNA. The staged accident landed me in the emergency room and a two week stay at Ventura hospital, but my spleen did not rupture as had been planned. Evan Slater, M.D. and Dr. Guyn were my attending phyicians. Slater was quite aggitated and angry; he was concerned that if I died from anemia and jaundice, an autopsy would reveal that I had chlorinated hydrocarbons or polychlorinated biphenyls in my fatty organs and fat tissue which would reveal that I had been poisoned and a possible homicide victim. An investigation would have led to questioning the motorist who hit me with his car at the stop light when there were no witnesses around except his adult female passenger in the front seat. Evan Slater and Dr. Guyn instructed the motorist and his female passenger to move out of state. My insurance company was Farmers Ins. who discovered the motorist had fled without providing a forwarding address. Farmers hired a private investigator who quickly tracked down the whereabouts of the motorist. By 1981, my younger brother and I were living back with our single mother in Rossmoor, Orange County. I was deathly ill and admitted myself under the care of Los Alamitos hematologist Robert Minnow, M.D. who put me in the hospital and asked a surgeon to remove my spleen which was destoying the deformed red blood cells. My spleen ended up being illegally sold to a biotech research pharmaceutical company for quite a lot of money, but without my knowledge or permission (a felony and civil rights violation). For eight years from 1980 to 1988, I believed a medical lie by Evan Slater, M.D., and Dr. Guyn who had told me I had hereditary spherocytosis, but in fact, knew I had been a toxic tort poisoning victim by a person who put chlorinated hydrocarbons or polychlorinated biphenyls on my motorcycle grip while living with my estranged father in Ventura. Desperate for a girlfriend companion, I foolishly allowed Theresa Marie Twellman to kiss me, not knowing she was going to place her tongue in my mouth. At that time, Theresa Twellman lived with her mother in near-by Cypress, Orange County; her older brother Tom Twellman was Captain of Orange County Marshall's office in Santa Ana and was Mike Corona's boss. Tom Twellman lived in Riverside and Mike Corona lived in Santa Ana. My angry phone call to Tom Twellman's sister and mother was traced by Orange County Sheriff Investigations and I was fined $500.00 and charged with making a harrassing phone call. The judge who I was ordered to appear in the court room of, was Floyd Schenk (or spelled Schenck) who was abusive and corrupt. Meanwhile, Mormons in Rossmoor had received instructions from Mormons in Ventura, to assign church members to continue surveilancing my month to month, year to year activities and deterioration of my health from the 1976 poisoning. During that time, I was unaware of this surveilance which I consider secretive, covert, serupticious, unethical, illegal, and an invasion of privacy. Never was I or any family member or relative associated with the Mormon church. My father was furiously angry that my brother and I had decided to secretly move back to our mother's house in 1980 or 81 while he was working at the Ventura office of Argo Petroleum Corporation; our father had returned from Wyoming with an ego-centered, sarcastic, disrespectful, unfriendly woman (Audrey Hampshire) who did not want us around. Los Alamitos Mormons had my 15 year old brother seduced by 17 year Mormon Julie Hart who was instructed to do what ever it took to get my brother and I baptized, but failed after she became too personally involved in her relationship with my brother who did not like Mormon church services after just one visit. Julie Hart ended up turning my brother against me in which she manipulated him into making a false police report against me to the Los Alamitos Police department in 1985, alledging I had been threatening and trying to kill my brother. Unlike Rossmoor, the surrounding parimeter of Los Alamitos is incorporated and patrolled by its own police department, not Orange County Sheriff's dept. Julie Hart, her two sisters and Mormon parents lived outside of Rossmoor in the outer parimeter of Los Alamitos. Julie Hart eventually gave up and broke off her intimate relationship with my brother, but not before trying to seduce me which failed. Then Mormons sent Tom Pegg of Long Beach to my mother's garage sale. Tom Pegg's daughter was Mormon. Tom Pegg asked my mother for a date. In june of 1990, an arson fire at my mother's house which killed her, was covered up by O.C. Sheriff and fire department investigator Russ Jones.

Chris Koster let his office do anything they wanted to do. Just think you have him and the County sheriff team up. A federal Judge in,Missouri name, Scott O. wright ruled that a cop knocks on your door they don't need a warrant, When you open the door of your home, he said, it was in a public place. The police can arrest you and that the 4th amendment is not there for you. You can be sleeping or just be setting in your home and the only thing they have to do, is open your door,when someone knock or calls your name. Your in trouble, it gives the officer the right to arrest you,with out a warrant.
The police or sheriff deputies do not have to read your rights to you. They can just make it up, and then if the charge does not meet the arrest they can change it at the jail.then you go to trial an WIN your case in the county. Then you try to sue them, for violate your civil rights. The federal judge will throw it out. After you have spend a lot of money. You will not get your day in court,even if both sides say we both won't to go to trial. Look under case: Marc perkel sues the City of Springfield Missouri for FALSE ARREST,So if you have a Civil Rghts case the missouri Federal Judge will throw it out. All the other side has to do is LIE. It happened to me, I had all kinds of evidence and the judge heard one side and gave it to the county. Just go under Scott O. wright and see how many trials he has DISMISSED.

I have been in Lawenforcement over a lot of years. I think there should be a civilian monitoring on,the Sheriff office, all, or maybe a few sheriffs like to do things that they don't like anyone to know what they are doing. I know one County, Cass County Missouri like to violated a persons Civil Rights and they don't have to answer to anyone. The sheriff in this county with the DA, makes up charges and files it again you. They don't even have to have evendence they just charge you. It is election year, I hope this sheriff does not get relected, he and his deputies are out of control. I know for a fact he, said he can even go to other police deparments in his County and tell them, what to do because he is the sheriff. The voter need to say this is enough and vote him out. The sheriff is just one of those GOOD OLD BOYS!!!. Well this is my comment. for the SURVEY QUESTIONS should be answered NO, NO,Yes I think a lot of lawenforcement answer this Question. WHAT DO YOU THINK????.

I totally agree with William about Orange County Sheriff's needing to be continually monitored.Unfortunately I have also experienced abuse at the hands of these officers. In a recent instances i have been cont harassed , racially profiled and even assaulted by Lake Forest Sheriff's. I am currently in the process of filling my formal complaints with the dept. of Internal Affairs. Sadly these injustices occur more then we think .I was going to stay quite about this but I am tired of having to fear my own law enforcement officers. They are supposed to protect the weak and innocent? now I not sure who they really protect?

Comments: Civil Rights Violations
On 6/27/07 Officers violated my civil rights, they brutalized me, they refused to give me my charges and I don’t believe gave me my Miranda rights, They told me they were arresting me and I asked them for what, they replied you’ll find out down town..
I was arrested for resisting arrest / battery on a police office..??? How can you batter 5 cops when you are handcuffed and gang rushed by 3 of them in a space 4x5?? My charges were only listed as resisting arrest for 3 days, I was never given my phone calls or given my bail amount or the opportunity to call my lawyer. . And the call record at the station will uphold that... I was given a public defender who was told this and he proceeded to drag the case out for 45 days, now I know the jail gets 250 per day for each inmate in custody. The public defender works with the DA for Convictions which justify budget spending. Is this an OC Conspiracy? IS this how the county is allowed to generate revenue? I even told the judge at my arraignment about the rights violations, she ignored me... I wasn’t given adequate counsel and had to be released on a plea. I feel that I am entitled to full representation in my best interest NOT the DA’s and Orange Cs. I want the pub
lic defender disbarred. I was told by the public defender Donald Rubright this is how things work.

There is evidence of these rights violations in the police station tape files, and the fact that the officers called my mother and spoke to her for 15min prior to coming out to my home and then waited for my mothers call back secures my position that these police were serving another agenda and offers evidence that a possible conspiracy may have been issued by an OC office worker who lived upstairs. The Girlfriend of the worker @ 70 Seaspray east brought it to my attention several times declaring that I watch my step? Are the police in CA allowed to misuse their power like this? Does the office of the Governor condone this behavior? I don’t think the governor is aware of it in my opinion.

There is only a taped record of her call to them. Not their call to her 2 hours prior... This constitutes a conspiracy... The officers called her 2 hours before probably from a cell phone... there is no record of what they talked about. ??? Why not??? Don’t they have to turn in a log... if not how do we know how they are spending budget dollars..??
2nd... I was never given my phone calls at arrest.
3rd...I couldn’t be bailed out... my bail was only 2500 (250) and my charges were resisting arrest, no charges were filed... i wasnt allowed to be released to seek or retain proper counsel.
4th... I told the judge this on 6/29. She ignored it...
5th... I told the public defender this and he never brought it up in court or to the DA in OC...
What kind of system is this?????
6th... I was put on felony probation and my childcare benefits were interrupted by the
DA’S lack of communication...
I was told by my probation officer that it is my job to get the paperwork to him and others if I didn’t want to go to jail... he had an officer waiting to arrest me!!! For a modified restraining order in his file that he didn’t read properly...
I was under the impression that the police are to protect and serve not validate budget spending revenue by violating citizens rights or
My General assistance was interrupted for this incompetence...

I have the Probation Officer on tape disreguarding his job telling me that it is my job to circulate the District Attorneys Paperwork in order to keep all offices up to date.
This is a disreguard of Budget Directives. It is the DA's job to keep the paperwork up to date #1 and #2 The DA is the Plaintiff so he should be distributing it.. This is how the county is allowed to justify the budget in alot of ways. Due to paperwork alot of released inmates are illegally violated for probation and parole. " Ignorance is no excuse " This was stated to me by a judge. shouldnt it hold true for their offices as well.

I have emailed the governor on this several times. I have asked my public defender Don Rubright to withdraw my plea but his main support seems to be for the DA. not mine which was against my rights from the begining.

I also have evidence that supports them defrauding the budget which could end up in a class action involving the AMA as well.
I cant seem to get any help.. I have evidence and this is a travesty that this is allowed in this country.
